I have the honor to make the following report of opporations of the Bureau and Freedmens affairs in my Sub Dist comprising the counties of Washington Russell Buchanan Scott Lee & Wise for the Month of April 1867. as follows

The affairs of the Freedmen are in a prosperous condition many of them are working on contracts approved by the Bureau for share of the crops none are seen idling, and a friendly state of feeling exists between them and the whites, both parties seem reconciled and satisfied one with the other.
