I have the honor to report general condition of affairs in 8th sub. Dist. state of Virginia,-

The Freedpeople are industriously at work and are generally contented though the wages paid are barely sufficient to support the labourer leaving very little for the support, of the aged infirm and the children who are dependent, upon the able bodied for their support. To provide for future wants by saving a little under such low compensation for labor, is extreamly difficult, still it is evident a little progress, for the better, is made. But few complaints are made, by either party, of failure to fulfill contracts or of lack of faithfulness on the part of the laborer, The few that are made are trivial and are usually adjusted by the parties themselves, The demand for labor is equal to the supply, but is not sufficient to
