I have the honor to report that the condition of the Freemen in this Sub Dist. has improved naturally during the past two months. They share a more decided inclination to fulfil contracts, but in this connection, I would report, that there is no way now for them to collect small debts, due for work rendered, as the White employer refuses to pay, on the grounds that he has no money. The expenses of a warrent trial would, in most all cases, eat up the sum claimed. 

The schools, where established, are in a now flattering condition. Teachers report astonishing advancement. I would recommend that the same teacher be retained at a certain post, as the constant change tends to confuse. There is a pressing demand for more schools.
