General, 
Pursuant to Circular No. 6, Series 1866, from your Hd. Qts. I have the honor to submit the following Report. 

The feeling existing between the Whites and Freedmen in my Sub-Dist., I am pleased to be able to say, seems to be somewhat improving; or, at least, it has not during the last month been betrayed into any very serious misunderstandings. On the whole, there appears an evident desire on the part of the former, to conciliate the latter. There were no complaints of beating at all during the month, and but few comparatively on any other score. There has, to my knowledge, been but one case adjudged in which a colored person, being the one agereved, was concerned (which will be found made mention of in my concurrent Report pursuant to Circular No 10); and no apprehension whatever of colored persons have, as far as I can learn, been made. The freedmen are, generally, all industriously at work, either for themselves or for the Whites. There is not the slightest sign of the excitement which it was supposed might prevail amongst them, from the present political status. They are peaceable, and patiently quiet, and all is going well.
