In accordance with Circular No 6 Hd. Qrs. Asst. Comr. State of Virginia, dated Richmond Va Jan. 29th, 1866. I have the honor to make the following Report for the counties of Rockbridge, Bath, and Alleghany for the month of April 1867.

The mutual relations existing between the whites and the Freedpeople are generally good- Those some of the first mentioned class exhibit the tyrannical traits of character which slavery engendered, and some of the later are inclined to work in a desultory manner but little calculated to advance their own prosperity or that of the country-

The Act of Congress commonly known as the Military or Sherman-Shellaberger Bill- has had a most auspicious effect upon the interests of the Freedpeople- During the month, in the very few complaints which I have heard advanced by certain of their number against white persons the magistrates have always decided in their favor, excepting in one case which was this morning tried by Col Russ, Mayor of Lexington-
