Bureau of Refugees Freedmen and A Lands 2nd Div 6th Sub Dist of Virginia. Bowling Green May 1st 1867 Brevet Brig Gen O Brown Asst Commissioner General In compliance with Circular No 6 Hd Qrs Asst Commissioner State of Va. Richmond Va. Jan 29 1866 I have the honor to report that the affairs of the Bureau are progressing quietly & well in this Div of 6th Sub Dist. The state of feeling existing between the Whites and Freedmen is becoming more cordial. The Whites seem fully alive to the exigencies of the time and adapting themselves thereto. I have several complaints against the Freedman for deserting there wives, and can find no law to stop it. Have consulted with the Attorney for the Commonwealth and he knows of no law to stop it, when they have no property.
