In compliance with Circular No 6. B R F & AL. Hd Qrs Asst Comr State of Va Richmond Va Jan 29th 1866. I have the honor to report. That the affairs of the Bureau are progressing quietly. and well in this sub Dist. The state of feeling existing between the Whites and Freedmen is steadily improving. The Whites seem fully alive to the exigencies of the times, and are adapting themselves to them.

I have a good many complaints from Cold women of Husbands deserting them, and can find no Law, that can take hold of them inasmuch as they have no property. Have consulted the Counsel for the Commonwealth in the premises, and he knows of no law for mere desertion, and it is sometimes very hard to prove more. I mention the facts, as I think it has special bearing on the Welfare of the Freedmen, and to see if something cannot be done to stop it.
