Sir:

I have the honor to report the condition of Bureau Affairs in this Division in a very flourishing condition.  
No breaches of the peace have occurred during the present months, the freedmen are steadily at work and perfect harmony appears to exist between the two races.  The great privileges [[?]] conferred upon the freedmen have been received by them without any excitement or demonstration and the fears of the employers that it would disrupt his arrangements for labor have subsided.  During the month the question of education has been kept before the freedmen who receive the proposition of schools more earnestly and eagerly than previously, they seem at last6 to
