State of Va General In compliance with instructions contained in Cir No "6" dated Hd Qrs Asst Comr. Bur R. F & AL Richmond Va Jany 29th 1867. I have the honor to report, that the state of feeling existing between the Whites & Blacks in the counties of Northumberland and Lancaster is gradually improving. No cases of assault or outrage have occurred during the month of May, some cases of theft have been reported., but no just grounds exist for charging them to the Blacks more than the Whites. The Freedmen are fully informed as to their political rights, and the necessity for the registration of their names in order that they may be entitled to vote. Very respectfully Your obt servt. E.W.
