In compliance with the provisions of Circular No 6. Bureau R.F. AL Hd Qrs. A. C. Richmond Va January 26 1866, I have the honor to submit the following report with reference to the present condition of Bureau affairs in this Sub Dist.

The condition of affairs throughout the County is highly satisfactory. The friendly feeling which has hitherto existed between the two races continues. The whites are beginning to understand and concede, more fully than heretofore, the necessity which exists for the education of the colored people; and are manifesting a desire to render their aid in the work.
