In compliance with Circular No. 6 Hd qurs Asst Comr. of Va. dated Jany 29th 1866 I have the honor to report the condition of Bureau affairs in this Division. That class of Freedmen who are at work for the farmers and have made contracts for the season or year, are in a prosperous condition; the contracts of this class are generally for a stipulated amount of money per month and are in almost every instance being faithfully lived up to by both employer and employee.

The class of Freedmen who are renting small pieces of land and cultivating them for themselves, and that class who are cultivating land for its owners for a share of the crop have not yet received any return for thier
