In compliance with instructions contained in Circular No.6, dated Bureau R.F. and A Lands. Head Quarters Asst. Comr State of Virginia Richmond Va. Jany 29th 1866. I have the honor respectfully to make the following report.

In this city the excess of Freedmens labor is still greater than the actual requirements, thus compelling a larger number to work for small wages, barely sufficient to provide for the plainest necessaries of life for themselves, and families, In view of these embarrassing circumstances which surround the Freedmen of Richmond I have labored incessantly, urging upon them the necessity of securing employment in the country, and while some are persuaded to the leave the city, others are very reluctant, positively refusing, declaring that the advantage taken of them by the Farmers gives no inducement. I am not aware to what extent these abuses exist, yet from the many complaints made by the Freedmen who seek the aid of this office for the collection of hard earned wages which the farmers refuse to pay, it is evident that some of them are justly charged with taking advantage of the Freedmen. I find however that a majority of the farmers are well disposed
