answer an indictment before the Grand Jury, while the Richmond Pref cast the Responsibility upon the Colored Men as being the originators of the unfortunate disturbance. Since the decision of the Mayor, in which he implicates the whites upon the testimony of persons who are prejudiced against the Freedmen the Richmond Pref is silent upon the causes which led to the Riot, and will hardly give a fair publicity to the Mayors Remarks in which he charges the Chief Engineer of the Fire Department with exceeding his Authority, in making the arrest of the Colored Man, who, his comrades released from the custody of the Police, and which caused the disturbance. he also charges the whites with beating the above mentioned colored man without the slightest cause whilst the colored man should not be protected when forcibly resisting the laws, in this instance they are less at fault than the whites. this already appears from the testimony taken before the Mayor which I have carefully matched should a general examination of disturbance take place without regard to persons, the responsibility would fall more heavily on the whites.
