In compliance with existing orders, I have the honor to submit the following report of the Condition of Affairs, in the Counties under my charge for and during the month ending May 31st 1867.

The Freedmen in these Counties are doing remarkably well, their disposition to labor and manner in which they conduct themselves is gaining them the confidence and respect of the intelligent class of citizens, the prejudices against them are gradually disappearing, in fact a large class of the Whites are just now realizing the fact that the Negroes are free, and by making a virtue out of a necessity, are willing to accord them their civil and political rights.
