General
I have the honor to report that the state of feeling existing between the whites and blacks is still quite bitter but I think it is gradually growing better as a portion of the whites are more friendly toward the blacks than formerly which I think is owing to their having the right of sufferage. The negroes are in almost every case working very faithfully and the farmers are getting along prosperously with their corps. And intemperance is almost a total  stranger to the blacks in my counties.
