On obedience to Circular No. 6 series of 1866 Hd Qrs Asst. Coms. State of Va. I have the honor to report that there have been but few disturbances within the last month, between the Freedmen & the whites; yet there are many of the whites who take every possible advantage of the Freedmen. 
There are yet many unsettled accounts for services of Freedmen during 1866, whereby they are subjected to great inconvenience and want; and the Civil Authorities are dilatory in the prosecution of their claims.
A school has just been opened at this place for colored children by teachers from Benevolent Associations at the North. Where upon
