delivered to Lieut C. The only trace of organization or officership to be found was one freedman who stated his rank as Commander in Chief- he didn't know of what - The cause of the gathering, when the parade took place, was to hear a speech from a freedman named John Watson, an
ignorant and most violent fellow, who insists upon talking about what he does not understand & can't, or won't be made to comprehend
the amount of harm he is doing, he is the only man in the county, white or colored, whom I have found trying to create ill feeling; Some of the freedmen when giving up their guns to the Lieut, stated that this Watson had ordered them to arm themselves - He is a bad man, but when charged with his petty offences against good order, denies all, & the freedmen fear to testify against him- [[note]] X [[/note]]

But little destitution exists in the County. a number of old freedpeople are wanting Clothing and the assistance of the Bureau, in that particular renders them comfortable, as they can earn or obtain food and [[strikethrough]] clothing [[/strikethrough]] shelter.
