Ass Comr: State Virg'a Richmond Jany 29th 1866. - The Condition of Bureau Affairs in my Sub. Dist: is all that could be expected. The feeling existing between the Whites and Freedmen as a general thing is friendly. The better class of whites are all well disposed toward the freedmen. Where any ill feeling does exist it is among the low class of whites. but generally speaking the relations between all classes are amicable.
