In accordance with the requirements of Cir. No. 6. Hd Quarters, Asst Commissioner, Bureau R.F. & A.L. State. of Va. dated Richmond. Va., January 29 1866, I have the honor to submit the following "Report," showing the condition of "Freedmen affairs," in the above named Counties, at this date.

I deeply regret, that I am compelled, to make a less favorable report, touching this subject, than has been made from this Office during my connection with it, - and I can attribute the unfavourable. condition of freedmen affairs at this particular time, to no other cause than their unnecessary excitement, upon, and attention to political affairs - At this season, where every hour is of importance to planter and laborer- and being an agricultural Country, the failure or success of the Crops materially affecting.
