there is no substantial reason why so much time should be lost now in the manner alluded to. -The state of facts alluded to, also leads to misunderstandings and consequently difficulties between the employer and laborer and results in increasing unkind feelings between the races, which practically works injury to both.-

On those plantations where both parties comprehend the general nature of the relations existing between them, and where all concerned are faithful to their obligations,- the most kindly feelings exist, and the general aspect of things indicate health and prosperity.- As a general thing I find that the substantial, intelligent planters, have adopted a most liberal policy, toward the freedmen sincerely endeavouring to instruct them, in their duties, to each other, and in every reasonable way, encouraging them to become industrious, economical, & frugal, and that their advancement, success and happiness depends upon their own individual exertions, and deportment. I am strongly inclined to the opinion, that these people are capable of becoming a thrifty and self supporting population, and if they could be protected from the influences &c of desiring politicians, who only distract and confuse, the freedmen to their own, (the
