and it is to be deeply regretted that those who are responsible for this state of things, are seem to be actuated by diseased ambition, or a desire for notoriety, or are taking advantage of the of ignorances of their people, by which to get money, rather than being influenced by a sincere wish to secure the advancement of the race, ---
The instructions set forth in Cir. No. 9. from Head Quarters, Asst. Comr. Bureau. R.F. & A.L. Richmond Va, May 1, 1867, have been put into operation, and are producing flattering results, and every precaution will be taken by which to instruct, then, in their rights - and it is my intention to punish no interference, of any kind, tending, to restrain or intimidate them;  In this connection I would remark, that in order to prevent imposition, and chicanery, the utmost vigilance, will be required  as they have designing - and unscrupulous politicians, operating upon them, from their own ranks, as well as from those of their enemies, - the latter of whom are suddenly seized with the conviction, that the Freedmen are entitled to peculiar consideration, &c.
From present indications the candidates put forward by the whites, will be those who have been peculiarly exemplary for their kindness toward the race before and during the war, - In this I think lies their
