are poverty stricken, and cannot spare the means necessary to this end.

From the rapid and marked advancement they have made in intelligence, & civilization, notwithstanding their limited opportunities, and great disadvantages, I see no substantial reason, why with enlarged educational means, they cannot in a few years take positions of influence &c in - professional & mechanical life, as well as in their present spheres of operation, - I see no reason why they cannot from their own resources, form the nucleus of an irresistible and powerful influence, which would secure the elevation, and maintainance of the coloured people, in their proper position in every respect, - In this connection allow me to call your attention to the plan suggested by me under date of March 6 1867 concerning the organization of Schools in each Magisterial District.-

Concerning the distribution of rations to the Destitute, I have only to remark that all possible precaution is taken to prevent imposition. No relief is extended to applicants of either race, unless conclusive evidence, is produced that the applicant is clearly within the province of existing instructions.
