General
I have the honor to report in compliance with Circular No 6 Hd. Qrs Asst Com'r dated Richmond Va. January 29th 1866 - the condition of Bureau affairs in my division for the month of May 1867.
All classes busily employed --  A good deal of anxiety among all classes in reference to the coming Registration of Voters under the Reconstruction Act of Congress - is exhibited
Freedmen well informed as to the new state of affairs effecting their interest  No outbreaks have taken place  general quiet and industry prevails throughout my Division among all classes -  No cases of destitution have been reported to me during the month. A very good feeling apparently exists between white & black
I have made it my duty under the recent instructions, to read the Reconstruction Law to the leading Freedmen of my Division in order that they may know their rights under the same and how to exercise them - all of which information has been pretty thouroughly diffused throughout my Division
The subject of temperance does not seem to meet with much favor amongst them
