I have the honor in compliance with Circular No. 6 dated Hd. Qrs. Asst. Com'r State of Va, Richmond Va, January 29, 1867 to report as follows the condition of Bureau affairs in the Counties of Madison and Greene.  Since my last report I have visited different portions of both counties and find the Freedmen in most instances have a very clear understanding of their rights, under the Acts of Congress of March 2nd and 23rd, 1867, and I have made efforts to render the information general.  The Whites are endeavoring already to influence and control the votes of the Freedmen, and I have heard rumors that certain white men whose names were mentioned have bought up Freedmen and others had threatened to turn Freedmen off from
