their land if they do not vote according to their (the whites) dictation. I have taken measures to ascertain with certainty if there is any truth in the above rumor in which case a special report of the facts will be made. I notice a general disposition among the whites to flatter and conciliate the Freedman and as this disposition has only manifested itself since the passage of the abovementioned Acts of Congress, it appears as though they were looking to control the Freedmens vote for their own interest.  The Freedmen however do not put much faith in such sudden conversions, and they generally seem to be very jealous regarding any efforts to influence them. They are quietly and industriously at work and there appears to be no unusual excitement among them regarding registration, and appear satisfied that they will be notified where and when to register, and I have no doubt the majority of them will exercise the right of suffrage as intelligently as the majority of whites who live in the mountain
