till the civil authorities were prepared to give him a hearing. Mr. Roche,- sheltering himself behind a non-committal reply,- declined acting at that time. The complainant was instructed to make another application; which was also successful; he being then informed, by Mr. Roche, that the charge could only be taken cognizance of by the Common'wlth. Attorney, who, it might be stated, is an imbecile, utterly unable to fulfill the duties of his office. 

No action whatever has been taken by the civil authorities; and it is respectfully urged that greater scope be allowed to the Freedman's Court in the infliction of punishment for aggravated offences, or that such steps be taken as may secure prompt action on the part of the civil authorities, in cases of this nature.
