Captain,
In compliance with Circular No: 6 Series of 1866. H'd Q'rs Asst: Commissioner State of Virginia.  
I have the honor to report that during the past month, that there has been two cases of complaint by Freedmen made to me, when white citizens were a party, and these were caused by a misunderstanding of verbal contracts which have been settled, I am informed.
I learn from the colored people that they are treated better by the Whites, than heretofore.  The most of the difficult's are caused by the Freedmen stealing, and this is done mostly, by those who have come from other Sections of the South.

There is generally a good feeling between the White and Colore'd Citizens
