I have the honor to forward thr'o' your office, to that of the Assistant Commissioner State of Virginia, the following report for the Month of May 1867, in compliance with Circular No. 6, dated H'd Qurs. Ass't Com'r. State of Virginia, Richmond January 29th 1866:

The existing feeling between the Whites and the Blacks has not changed per my previous reports, except that under pending registration, the Whites are very indignant over the idea that the negro can vote.  It is the intention of the Whites to vote against a convention - that is, the leading men,-and they are now at work among the "mind-sills"[?], to influence them against holding a convention.
