Hardly a case of fighting has occurred. If the Whites acted as well as the poor negro there would be no need of military rule.

Congress is denounced by the leading men. Every court house rings on court days with rampant treasonable speeches, and the negro denounced as a good for nothing, and occupying a place forced upon him by the rascally Yankees, which God Almighty never intended he should even aspire to, much more occupy. The memory of Lincoln is hissed at; the whole military from the District Commander down to the lowest in rank and position called scape-goats and no gentleman.

The Freedmen want a few teachers in Richmond & Westmorland Counties and some Day & Sabbath school Books. The stores do not keep them, and they cannot afford to go on to Baltimore to get them. I earnestly recommend that they be sent both of these, as it will be an encouragement to them all over the country to still further push ahead in this direction
