In accordance with Circular No. 6. hd Qrs. Asst. Commissioner State of Va dated Richmond Va Jan. 29 1866 I have the honor to make the following Report of the condition of Freedmens affairs during the month of May in the three counties comprising the Division under my charge.

Generally speaking a good state of feeling exists between the white and colored citizens though there are exceptional individuals in both classes.

In the earlier part of the month a few agitators created a bitterness in the minds of some of the Freedmen of Lexington and its vicinity by unreasonable and unfounded declarations that the colored people here had no chance of obtaining justice, and by stimulating their jealous capacity by strong insinuations in regard to the confiscation of the property of the former slave owners.

This bitterness has died out, or, at least, I see no manifestation of it and mutual good will seems to prevail.

On the 24th instant the Freedmen gave a tournament at the Fair Grounds near Lexington, at which a large number of them and the white citizens of the town and county were present.  Mr Dorman, a lawyer of this place, myself, and three
