General,

I have the honor to report that the state of feeling, existing between the White People and Freedmen of this Division, is very good

Since the passage of the Military Bill, there is no longer seen that want of confidence, in the minds of the Freedmen, that justice will be done them.  There is a very earnest desire upon the part of the Freedmen to be educated, and I find that there is but little opposition upon the part of the White People, to their being taught either by White Teachers, or Teachers of their own color.
