General:

Pursuant to Circular No. 6, Series 1866, I have the honor to submit the following Report.

The feeling at present existing between the whites and Freedmen of my Division, is of difficult realization. The characteristic bitterness on the part of a large class of the former I regard as being only held in abeyance by the urgency of the time. The latter being well aware of this, while feeling secure in the present, and hopefull, are yet somewhat distrustfull of the future. The whites are dubious and apprehensive dreading loss or wane of their wonted prestige, and that the negro may assume too much. The Freedmen on the other hand are suppicious, and cautious. On the whole, however it has been remarkably quiet during the past month; and superficially, all would appear to be perfectly peacefull and harmonious. This I have discovered, however; that the
