The laws regulating marriages among the Colored people have been read and explained to them on numerous occasions, and are very generally understood and observed. Since the registration of marriages, there has been a marked improvement among all classes, both socially and morally with prospect of permanent benefits. Were it not for the low class of whites, who intermingle with them, and lead very many of them astray, there would be less trouble and suffering among them. 

In regard to Orphan Minor Freed-children, who have been apprenticed under existing regulations of the Bureau in this Division, as far as I can learn, have been well provided for, and the requirements of their Indenturer strictly complied with - these children are being faithfully instructed and comfortably clothed and fed. I have heard no complaint of those bound out by the overseers of the Poor, although they do not require the parties taking them in charge, to instruct them in the primary branches of education: but hold them strictly accountable for supplying them actual necessities both of food and clothing and kind treatment. Wherever Schools are established they have the opportunity of availing themselves of its benefits and at our request are granted the privilege. 

The Schools in this Division are gradually gaining in favor of the people. No 1 at Christians being Number eighty-eight Scholars, who are advancing rapidly in their studies, and will compare favorably, with any School in the District, either white or black. All we want, to make it a great success, is a suitable school House.
