I have the honor to submit the required monthly report of "Freedmens affairs in general," in the 1st, Div, of the 8th, Sub. Dist, of the State of Virginia, composed of the counties of Wythe, Bland, Tazewell, Smythe, Carroll & Grayson. In my last report I had the honor to inform you that in the six Counties of my District there was but one school, for Freedmen, to wit, that at Wytheville. Since then, I have visited several of the counties within my Dist, & have conferred with the  Freedmen upon the subject of education, & have been fucilely impressed with the importance of establishing one school, at least, at the seat of Justice in each county of my Dist, with the single
