In compliance with Circular No 6 dated Hd Qrs Asst Com'r Va Richmond Va, Jany 29 1866 I have the honor to report the state feeling between the Whites and freedmen to be very fair. The new position which is now occupied by the freedmen has had the effect to produce more kindly feeling between the two classes The citizens thinking that then by they will gain the vote of the freedmen. The feeling against the freedmen is confined more to the irresponsible class of whites

There has been a good deal of complaint against the Courts of Prince William county in regard to their not dealing justly with with the Union citizens. While I believe that Juries will not deal justly with union citizens, I have failed to find a case that would prove without a doubt that such was the case. I am sorry to say that when some of the Union citizens have a bad case they [[strikethrough]] have [[/strikethrough]] are almost sure to appeal to the Military authorities for redress thinking perhaps
