General:

I have the honor to report, in compliance with Circular No 6 dated Hd. Qrs. Asst. Comr. State of Va Jany 29th 1867 that there has been rather more complaints on the part of the Freedmen this month, than usual in regard to failure of their employers to pay their wages; The magistrates however have acted very cheerfully & generally promptly in cases of this character.

The demand for laborers is greater than the supply. Rail Roads in Kentucky & Tenn. are taking away the better class of hands. This is gradually advancing the price of wages. Several Northern enterprises which have been started, in my Div. are paying wages which the community look upon as ruinous, especially as they settle weekly.

The weather has been very unfavorable for the crops. Corn is not all planted. That which is out of the ground looks very poor. Wheat and oats look well. There is every prospect of an abundant crop of fruit.

I have visited a number of schools during the month. The progress some of the schollars are making is astonishing. Teachers are much needed. Every neighborhood in a circumference
