There is little sickness among the colored people of my Division.

My supply of rations unexpectedly gave out about the 18th. Since then, there have been but few applications for food, which confirms me in the opinion that so long as rations are issued at all, there will be a certain number deserving of help, perhaps who will go to the Bureau, in preference to seeking assistance elsewhere. I do not think there would be any great suffering were the rations stopped altogether. There would be nothing like starvation; the stoppage of rations might cause some pressure, but it would create greater effects on the part of the Cold. people & teach them to look to the proper source for aid- the Civil Authorities to whom they paid their taxes for that purpose

The feeling in some of the Counties is remarkably friendly towards the Freedman. This is attributable to the fact that about every other man who has not been disfranchised is an aspirant for their suffrage & is ambitious to represent them in the coming convention. The balance of the Community are desirous of uniting them against the North & Northern ideas. I have listened to assertions publicly made, in regard to the injustice which has been done the freedmen, which had they have come from me
