I have the honor to report the affairs of the Bureau in the (1st) First Division composed of the Counties of Frederick and Clark 9th Sub-Dist State of Va, for the month of May 1867 in a very full condition. There is no destitution of any extent only among the aged & sick, and none but such  apply for assistance 

The feelings that has heretofor existed between the Whites and Freedmen are gradually subsiding nearly all that are able are at work, but they do not in my estimation obtain the wages they are worth. The wages in this section of the County range from eight or nine to twelve or thirteen dollars per month and frome one half to one Dollar per day for day Labourers, the highest prices being given

In the first paragraph, I transcribed as "full" condition, but think it could also be "free" condition. Neither seems to quite fit in meaning, though. ---------- Reopened for Editing 2024-03-14 19:00:33 Final [?] was "prices" (often used interchangeably with wages)
