in this City, the whites are manifesting a better disposition to enter into written contracts with the Freedmen than formerly.

The testimony of Freedmen is fully reconised by all the Courts of Justice as the law requires  The School in this Division is not as well conducted or as well attended as some others in the Valley.
 
I have issued Rations as usual during the past month to the sick & aged though to not quite the extent as last month  I have received feed from the Agricultural Bureau of Washington DC during the past month and have distributed it among the Freedmen in this County according to instructions received,

The sanitary condition of the Freedmen suffered some during the past Month for want of a Surgeon but this difaculty is now being remaded [[remedied]]  as a Surgeon has been [??]] and now on duty here.
