I have the to report in compliance with instructions contained in Circular No 6 Series of 1866 for the month ending May 31st 1867

That I believe that the feeling on the part of the whites towards the freedmen is gradually becoming better - yet there are a large number of persons who cannot reconcile themselves to the present state of affairs - the Hon W. D. Kelley of Pennsylvania was here during the past month spending three days in the town  he made a speech on the 30th inst - which I think has done much good

Previous to the arrival of Judge Kelley a disturbance occured in the town between some of the citizen of the town and US Burial Corps - I will at the earliest possible moment investigated the affair and report the facts to Hd. Qrs - I am informed that much is being done by the whites in remote section
