In compliance with Cir. No. 6 January 29 1866 reports that the freedmen are doing well. have made good contracts and are working faithful. Has met the freedmen at their public meetings and instructed them as to the importance of their being registered. States it would be very beneficial to the freedmen in the County of Essex should the sale of Liquor be prohibited at the County seat on Court days.
