I have the honor to make the following report in compliance with Circular No. 6. dated Hd. Qrs. Asst. Com'r. State of Va. Richmond Va. January, 1866.
With a few exceptions the Freedmen of this Division are doing very well, having made good contracts and are working faithfull. I have heard of no complaints from the white people in regard to the manner in which the Freedmen labor, the former seem to be well satisfied.
I have improved the opportunity of meeting the Freedmen at their public meetings throughout the county of Essex to instruct them as far as I possibly could as to their rights under the Military Bill, and to impress upon their minds the necessity of their being Registering; &c &c.
