I think that I have so instructed nearly every Freedman in this County, however I shall continue to instruct them at every one of their meetings when I can possibly be present.
It would be very beneficial to the Freedmen in the County of Essex should the sale of liquor be prohibited at the County seat on court days, it would prevent dissipations and drunkenness, although it is very seldom that a Freedman is seen intoxicated here; a great many Freedmen collect here on every Court day and had any of them been the least intoxicated on last Court day a serious riot would have occurred during the disturbance in that day, which I have reported, it can be seen by that report that liquor and prejudice was the cause of that disturbance.
