General;

Pursuant to Cir No 6. dated H'd Q'rs Asst Com'r State of. Va, January 29th 1866. I have the honor to report that the condition of "Bureau Affairs" in York Co. Va have not materially changed since last report. The Freedmen have been industriously employed in preparing their little plots of ground for cultivation, and unfavorable as the weather has been it is still believed that the crop of the present year will be very productive.

This county is entirely tilled by the colored man, and the industry and thrift he has manifested during this year, has been the subject of remark, both by his friends and enemies. There are still, however, too large a number of Freedmen remaining in this county, and so long as they remain here in large masses suffering and immorality must ensue. The soil of
