Sir:
I have the honor to report no material change has taken place in the condition of Bureau Affairs in this Division, since last Report Meetings have been held in several localities in regard to the establishment of Schools, but while all the freedpeople seem to warmly welcome the project, there has been no satisfactory result from them yet, they will met again during July when it is expected some definite action will be taken
There have been, and still are, complaints made that in Charles City County the Overseers of the Poor pay no attention to the application of colored paupers for relief; I am not acquainted with the Overseers in that County and have heard but one side of the question, but as the complaint seems general I shall address the County Court on the
