subject at its next term and forward the reply. The same complaint has been made in the lower part of New Kent County but by only a few, and on investigation I found it to be groundless.
The work of Registering voters commenced in New Kent County on the 22d inst. and is being pushed as rapidly as possible. The freedmen turn out en masse and but very few whites who are not disfranchised fail to present themselves below the Board. I have notified both classes that anyone striving to keep a legal voter from the registration by authority of any contract will be dealt with by a Military Commission; I have also held meetings in each of the Counties comprising this Division, of which at least two days public notice was given, at which the Reconstruction Bill and the Act supplementation thereto were read and explained to the freedpeople and their rights and privileges under the same fully presented to them, and ample protection guaranteed them from threats of violence made by some of the property holders here.
