at the meetings of the Boards of Registration in New Kent Co. the most perfect order and harmony have prevailed both classes presenting themselves for registration at the same time.

In Charles City County the registration commences this date.

Some of the preachers have been forcing members of the church to obtain license and be married by a minister, under pain of expulsion if they fail so to do; telling them that the registration as man and wife was not marriage and that unless "regularly married" they were still living in adultery. Complaints having been made that this doctrine was having a bad effect upon the wives of some of them I informed the preachers and churches that it must be stopped or they would be prosecuted.

About twenty indigent whites and freedpeople receive partial support from the Gov't, in this Division, but they are all aged or infirm.

Very Respectfully
