In compliance with circular No.6 Hd Qurs. Asst. Comr State  of Va, dated Jan 29th 1866. I have the honor to report that Bureau affairs in this county remain in much the same condition as at the time of my last report. The Freedmen owing to the heavy rains have been unoccupied during most of the last half of the month; but are now very generally engaged in cultivating thier growing crops, which all things considered promise well. Intoxication, vagrancy, and destitution are very rare. There is a growing desire for schools, and it is hoped that in the fall one or two new ones will be established.

I have been over the county repeatedly and thouroughly during the month, with a view of informing the Freedmen of their rights
