I have the honor to transmit the following Monthly Report for the month of June 1867, in compliance with Circular No. 6, Bureau R.F. & A L, Head Quarters Asst Comr Va. Richmond Va. January 29th 1866, of the Condition of Bureau Affairs, the State of Feeling existing between the Whites and the Freedmen, and other facts connected with the welfare of the Freedmen, in the 3rd Division, 1st Sub District of Virginia, consisting of the Counties of Nansemond and Isle of Wight, Virginia

The Condition of Bureau Affairs in the Division is good.  The Freedmen are all employed at fair wages, and are well satisfied and contented, and now feel that they are entitled to the same rights and privileges as the Whites are, and are ready to demand them at any time from the officials of the different Counties, who were loth to grant them at first, but now see that the retention of their positions will depend entirely on the Freedmen by their support on the days of Election.
