In accordance with Circular No 6 - Bureau R.F & A.L. Hd. Qrs. Asst. Com. State of Va. dated Richmond Ca. Jan. 29th 1866 I have the honor to make the following Report for the Counties of Rockbridge, Bath and Alleghany - for the month of June 1867.

I can see no reason for complaint in regard to the condition of the Freedmen - speaking in a general sense - and the most of them are well treated and comparatively happy -

The exceptional cases occur among disreputable white people who are not a proper criterion by which to judge the counties.

The registration now being made in the counties has probably produced some ill feeling between the freedmen and their former masters - but I have seen no manifestation of this feeling excepting a few growls of dissatisfaction uttered in social conversation
